These types of quakes in the Northern European countries are known as post-glacial quakes. Apart from localised area's of Tectonic movement such as
the Great-Glen Fault and in Belgium, shallower quakes also occur outside these areas due to the last Glacial retreat.
If you imagine the weight of 1 mile-depth Ice-sheets would have covering the entire landmass, this sudden thawing has left "faults" in the shallow
crust where the ground has yet to rebound back to its origional height prior to being crushed downwards by the weight. Its the sudden uplifting which
is the cause of all the Earthquakes across Europe, especially so in the UK where we recently had 2 quakes attributed to post-glacial retreat in Dudley
and Lincolnshire.
