I can promise you that years ago, in the 80's those tar balls were more than just oil naturally leaking. In fact, before more strict regulations were put into place, on several occasions tankers coming in and out of the Ship Channel dumped their ballast and many other wonderful items, which in turn showed up on shore. This is coming from someone who worked in the oil industry for ten years, specifically at one point researching on ballast water environmental hazards.

Some other media outlets have called and are being told by the Coast Guard they are not confirming the report. But Senior Chief Petty Officer Mike O'Berry told me they were just "dotting the i's and crossing the t's" before putting out a confirmation.
