It's not that unusuall as it may seem and yes, it's some kind of genetic flaw.
It happens to deers too. Probably that's where the whole unicorn myth came from. After all, they were not suppossed to be horned horses, but more deer like creatures with one horn.

I'm trying to dig up the name of the specific thing that causes this.
