Law enforcement officers at a jail, dump a paralyzed man onto the concrete floor and then laugh about it. There is nothing we can do except?

That is pretty sick and cruel. My friend use to work at as a correctional officer and I guess the other officers would do things exactly like this to
the handicap or injured inmates. Yeah, he quit after 20 days there.
