As said, the cloud is a naturally occurring hole-punch cloud.
As for the "orb", I think it could simply be the Moon, and here's why...
When photographed "normally" (non-telephoto, non-zoomed, and non-cropped) the Moon looks surprisingly tiny in pictures. The Moon always seems
bigger in real life than in a picture. Most pictures of a "bigger" Moon that you probably see are taken with a zoom or telephoto lens.
Here are examples of pictures of the Moon using a normal lens:
If you don't believe me, go take a picture of the Moon using your normal camera lens and no "zoom". The Moon in the picture will look surprisingly
small.
According to the OP, this video was taken today (March 8, 2010). The Moon is presently is near its "last quarter" phase, meaning it looks like a
half-moon.
So, in my opinion, this seems to be a video of a normal, natural hole-punch cloud and the Moon.
