Can H.A.A.R.P. Tech alter my emotions?

If we are to debate this subject properly we must first establish that to believe it is true is not good enough.
We must also establish that to doubt that it is true is also not good enough.
Both belief and doubt are merely two sides of the same coin-Vain hope.
The true basis of any scientific endeavor is uncertainty.
Those who are uncomfortable with uncertainty and the blind groping in the dark until one finds something tangible and repeatable, will usually fall back into the comfort of ignorance, those vain hopes of doubt and belief.
If any of these H.A.A.R.P. debunkers actually looked into the subject they would in all probability have discovered the ugly truth.
Even a casual glance at the scientific papers relating to H.A.A.R.P. technology would reveal the depth and scope of the potential uses.

Yes, which don't include weather manipulation, or the manipulation of people. HAARP can only heat a very small section of the ionosphere directly above it, to a degree far less than the Sun does every single day.

It's the new conspiracy bogey man.

I think you will find that H.A.A.R.P. has the power to evaporate clouds.
You will also note that it has the power to redirect the jetstream.
Anybody witnessing massive circular holes in the cloud formations above them is surely witnessing ionospheric heating.
As the demonstration in Norway clearly showed to those with eyes to see.
These ionospheric heaters have the power to blast clean through the atmosphere.
They are capable of operating at multiple frequencies and power levels.
By the principal of resonance they are indeed capable of influencing human behavior.
You also have to understand that not only can H.A.A.R.P. operate in linear mode, it can also operate in pulsed mode which can resonate the Schumann cavity.
Maybe what we should be asking is what frequencies cause ill effects in human physiology.
