Recall - clunkers: related?

Anyone get the feeling they knew all the cars they are recalling were not made well, so they enacted cash for clunkers? The cars get sold (I believe most were in fact Toyota's, which is leading the way with recalls), and it looks like things are getting done (things other than selling people faulty cars). Just a thought as I watch them talk about it on the news. Let me know if you know anything tying them together!

I'm more of the thought that it was a punishment for Japan for threatening to kick out US bases. Guess what? Now Okinawa says they'll stay even if people don't want them to.
