Sec of Defense says: Yes We Can Cause Earthqaukes

There are some reports, for example, that some countries have been trying to construct something like an Ebola Virus, and that would be a very dangerous phenomenon, to say the least. Alvin Toeffler has written about this in terms of some scientists in their laboratories trying to devise certain types of pathogens that would be ethnic specific so that they could just eliminate certain ethnic groups and races; and others are designing some sort of engineering, some sort of insects that can destroy specific crops. Others are engaging even in an eco- type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves.

As you can see he clearly see he states that some countries are trying to create different types of pathogens, also some type of insects to destroy cetain crops, then he says that countries ARE ENGAGING IN ECO-TERRORISM. To me this confirming that countries around the world are using a weapon such as HARP or something else yet to be uncovered. That's just how it reads to me the other way it could be read is that countries are trying to gain this technology, But then way did he use the word ARE Engaging. Either way it shows the intent of TPTP to be able to harness the powers of mother nature. This was from 1997 so maybe we're seeing the evolution of this technology today in these huge earthqaukes.

If you read the transcript (with an objective mind) it's rather clear he's talking about governments claiming to be researching such weapons, not that such weapons actually exist.

If a project of that magnitude was possible, we'd have more information than a vague transcript. The seismologists detecting earthquakes in places that simply don't have the necessary conditions would be a massive tip-off.

As evidence goes, a flaky transcript isn't exactly a smoking gun. In fact, it's all the "HAARP can kill our children!!!eleventy" crowd has to go on, hence it being trotted out with such regularity.
