It's a really large antenna array that excites electrons in the ionosphere. No one really knows its implications or its dangers.
Anything that anyone says about it is pure conjecture. I'm not saying that the fears of HAARP are irrational, but the truth of the matter is that we
simply do not know.
There are important uses for such a device, and it is important for us to study our ionosphere for reasons manifold. If we can prevent events like
Hurricane Katrina, or at least predict them with more accuracy and from a greater distance, wouldn't that be worth it?
