I spent my time in the navy and its against international maritime law to hazard vessels that are transferring cargo or fuel underway.
In this case The anti-whaling ship the Bob Barker was hazarding the one whaling ship as it transferred its cargo(the whale) to the other japanese
ship.

In this case the anti whaling ship also violated COLREGS Rule 15 states that "When two power-driven vessels are crossing so as to involve risk of
collision, the vessel which has the other on her own starboard (right)side shall keep out of the way and shall, if the circumstances of the case
admit, avoid crossing ahead of the other vessel."
they also violated Rule 8 Navigation Act 1901

Rule 8 States a vessel which by any of these rules is required not to impede the passage or safe passage of another vessel shall, when required by the
circumstances of the case, take early action to allow sufficient sea room for the safe passage of the other vessel’.

You can check and you will find that every time the anti whaling ships try something like this the japanese whalers document there action on film.
One day one of these anti-whaling ships are going to enter japanese waters and the japanese government will board and seize the anti whaling ship and
not release it. likely they will also arrest and convict the captain if he was involved in any of these actions. he will get a long prison term.
When i was in the US navy in 1971 some anti war group tried this with US navy ships off the calif coast.
The coast guard sent a helo out and saw the anti war groups boat hazarding the navy ships and gave the navy permission to board sieze and arrest the
crew and boat of the anti war group.
The navy sent a navy seal team boarding party with weapons along with a coast guard officer to make the arrest.
The anti war groups lawyer tried to get this group off by claiming they were just protesting the war.
The federal judge was not impressed.
The group was jailed and the navy later used the boat for target practice.
