Postal Service to Lead Way in Bio Attack

This kinda slipped under the radar, but I find it extremely interesting.

President Obama issued an executive order on Dec. 30 declaring that the US Postal Service will be the first line of defence in a bio attack on US soil.

In essence, the duties of the post office will be to distribute and administer medicine, vaccines, etc. to the populace in the event of an attack. Both federal and local law enforcement will be tasked to "escort" postal employees on their rounds. In other words, your friendly neighborhood postman will be delivering a special package to you by gunpoint.

Although, does this mean that Obama is indicating that a bio attack is near at hand? I mean, why did he issue this order now?
