Best way is to use Balloons tied together with fishing line and use a button cell with several LEDs of slightly different color so as they face different directions it appears as if the point is changing color. Larger balloons can be used to form a triangle to look like a single craft, smaller balloons do good to make up many small craft flying together.

After you release your hoax you should call the police and have them look at it, report to sites like Mufon, call your friends and tell them to check it out. In the end it's like viral videos on the internet, some take off, others fizzle out.

I think there is a bit of confusion due to HOW you asked your question.
You are asking a question that involves 2 seperate topics.

1. DEBUNKERS:
Many reasons for debunkers...
a. NON believers. There HAS to be a logical explanation, so they give their interpritation.
b. Paid Debunkers, to cover up Black ops, Top Secret Military aircraft, ect.
c. most genuine UFO sightings are debunked by people who refuse to study the facts about UFOs.
d. They think that General Population can not handle the truth, there would be mass hysteria or they might "loose control" over Society.

2. HOAXERS
a. To see if they can pull it off and "fool" the mass's

c. To show how EASY it is to miss ID an object.

Most of the media includes quotes from "experts" including a pilot who saw UFO lights.
