If I am correct, the user manual contains the information regarding the basic technical details of the rocket, its capability, payload faring size, maximum payload weight and other such parameters essential for various payloads which will ride on it.

And the reason why it is being distributed is that, launching satellites is a business. And you do not want to lose business in such a highly competitive market.

When they want a launch vehicle that deserves that title... they can build the 1965 Jupiter 2. And any decade now would be nice.
