The environment should compete with religion as the only compelling, value-based narrative available to humanity. It is clear that UNEP must take advantage of windows of opportunity to make its case. Like a surfer, it must spot the waves it can ride. The biggest, most magnificent political wave at present and in the immediate future is climate change, and UNEP should not fail to ride it.

In this book based on his Pulitzer Prize-winning series of articles for the Philadelphia Inquirer, journalist Weiner probes the way the Pentagon has used secret budgets to fund huge military programs.
This has grown to the point that there are now more than 100 multimillion- and multibillion-dollar weapons systems, many of them nuclear weapons designed to fight and win World Wars III and IV, built without the awareness of the public or even the Congress.
Weiner takes a close look at programs such as the Stealth bomber and provides fascinating detail from Congressional testimony.
The thesis of the book--that secrecy in government military programs is antithetical to democracy--is well documented and hugely important.
As the Cold War draws to a close and military budgets come under attack, the public and Congress may tend to forget the defense establishment's inclination toward secrecy and self-perpetuation.
Weiner's book serves as a timely reminder that this would be unwise.

50. Sources of Funds:
(a) The MCTF shall be financed by assessed contributions from developed country Parties and other developed Parties included in Annex II of the Convention. Contributions to the mechanism shall be new and additional, and adequate and predictable, in accordance with Article 4.3 of the Convention;
(b) An agreed proportion of contributions by developed country Parties to bilateral and regional cooperation may be considered as contributions to the MCTF, provided that such cooperation is consistent with the policies and scope of the mechanism, and the
guidance provided by the EBT;
(c) Specific sources including, parts of regular fiscal budget for research and development, fiscal revenue from taxation on carbon transaction and/or auction of emission permits in carbon market, as well as fiscal revenue from energy or environmental taxation in
developed countries;
(d) Financing transfer to the MCTF shall be counted as measurable, reportable and verifiable commitments, both for mitigation and adaptation actions;
The scheme for the new institutional arrangement under the Convention will be based on three basic pillars: government; facilitative mechanism; and financial mechanism, and the basic organization of which will include the following:
(a) The government will be ruled by the COP with the support of a new subsidiary body on adaptation, and of an Executive Board responsible for the management of the new funds and the related facilitative processes and bodies. The current Convention secretariat will operate as such, as appropriate.

UN transformation proposed to create ‘New World Order’
Mr Brown will unveil a proposal for the UN to spend £100m a year on setting up a “rapid reaction force” to stop “failed states” sliding back into chaos after a peace deal has been reached. Civilians such as police, administrators, judges and lawyers would work alongside military peace-keepers. “There is limited value in military action to end fighting if law and order does not follow,” he will say. “So we must do more to ensure rapid reconstruction on the ground once conflicts are over – and combine traditional humanitarian aid and peace-keeping with stabilisation, recovery and development.”
He will call for the World Bank to lead the fight against climate change as well as poverty in the developing world, and argue that the International Monetary Fund should prevent crises like the credit crunch rather than just resolve them.

Gordon Brown calls for new world order to beat recession

“The fall of the Berlin Wall was indeed a turning point in globalisation, the end of the Cold War led to an unprecedented era of economic openness,” Lamy said in a speech at Bocconi University in Milan, northern Italy.
“And 20 years later the world is in a state of serious distress,” he added, citing the “worst economic crisis”, global warming and nuclear proliferation.
“Global challenges need global solutions and these can only come with the right global governance which today, 20 years later, remains too weak,” he said.
“The global economic crisis… has accelerated towards a sort of new architecture of global governance which I called a triangle of coherence,” he said.
This triangle is composed of the G20 group of wealthy and emerging economies as well as international agencies which report to what Lamy called the “parliament” of the United Nations.
Lamy said that “among the many regional integration attempts, the European Union remains the laboratory of international governance.”
That sum represents roughly 1 percent of the annual global economic output, and it is smaller than the total amount committed under the various national economic stimulus packages, Mr. Vos noted. Only about $21 billion has been committed to combating climate change, he said. One way to generate the money might be through a “global tax” on carbon emissions of about $50 per ton, the report said, which would raise about $500 billion.
Experts said that a global tax might seem like an ideal solution on an academic level, but that it would be a nearly impossible sell in the real world. Still, the main strength of trying to get the world on the same page in terms of how to fight climate change is that it would reduce costs for everybody, Mr. Kenber said.

But a very different reality is taking shape: The IMF is essentially being turned into the staff of the Group of 20, an organization of industrialized and developing nations that doesn’t have a headquarters, staff or rules for membership. Among them, Ki-moon argued in the Tuesday edition that a "global governance structure" must be levied to ensure that nations collaborate on how resources are deployed and managed.

The United Nations is planning a form of diplomatic shock therapy for world leaders this week in the hope of injecting badly needed urgency into negotiations for a climate change treaty that, it is now widely acknowledged, are dangerously adrift.
UN chief Ban Ki-Moon and negotiators say that unless they can convert world leaders into committed advocates of radical action, it will be very hard to reach a credible and enforceable agreement to avoid the most devastating consequences of climate change.

Medvedev sees single currency dream in G8 coin gift
The Russian leader proudly displayed the coin, which bears the English words “United Future World Currency”, to journalists after the summit wrapped up in the quake-hit Italian town of L’Aquila.

Russia, Iraq call for fair new world order

While American political judgments have often proved controversial, the American prescription for a world financial order has generally been unchallenged. Now disillusionment with the United States' management of it is widespread.

In July 1944, 730 delegates from all 44 Allied nations gathered at the Mount Washington Hotel, in Bretton Woods, New Hampshire, to regulate the international monetary and financial order after the conclusion of WWII.
They signed agreements to set up the International Bank for Reconstruction and Development (IBRD), the General Agreement on Tariffs and Trade (GATT), and the International Monetary Fund (IMF).
At this point, nobody wants this system, which is why the top European leaders - French President and current EU Chairman Nicolas Sarkozy and President of the European Commission Jose Manuel Barroso - came to Camp David on October 18 to inform U.S. President George W. Bush of the demise of the Bretton Woods principles.
Sarkozy said Barroso and he "have a mandate from the 27 members of the European Union to come here and say first and foremost that this is a global crisis and, therefore, we must find a global solution." He said they needed to discuss a revision of the global financial system to "build together the capitalism of the future." Barroso did not "beat about the bush." Prime Minister Stephen Harper said that Canada is working towards a "comprehensive and truly historic" economic partnership with the European Union.
Harper made the comments at a press conference Friday, after meeting with French President Nicolas Sarkozy and the president of the European Commission, Jose Manuel Barroso.
Harper said that Canada and the European Union had agreed "to define the formal mandates for an ambitious, deeper and comprehensive and truly historic economic partnership agreement."

The North American Forum on Integration, or NAFI, began is "Triumvirate" sessions Monday in Montreal's City Hall with a plan to conclude Friday.
According to the NAFI website, "Triumvirate 2008" brings together the students "to participate in an international negotiation exercise in which they will simulate a parliamentary meeting between North American political actors."
