This is a 22 page proposal invitation sent out to Corporations/Departments who are interested in bidding for the Program TACTIC Threat Agent Cloud
Tactical Intercept and Countermeasures.
This proposal document details the proposed methods to be used to negate a Chemical or Biological Warfare Cloud.
Page 2/18 states;
"Development of effective countermeasures to CWA/BWA threat agent clouds is a challenging task. Two examples of strategies that might be employed
are: 1) direct or indirect injection of countermeasure particles into a cloud that would cause an increase in the size of threat agent particles by
coalescence/coagulation, resulting in the "raining" of the heavier particles to the ground; or 2) injection of countermeasure particles that would
neutralize the threat agent in the cloud in situ.
A factor that should be considered in developing a countermeasure solution is the potential human health effects from exposure to the countermeasure
technology (i.e. chemicals, particulates, etc).
Techniques that provide the requisite performance with minimal health effects are ultimately desirable."
So, in order to study how to neutralize a CW/BW aerosol cloud, two aerosol clouds have to be created. The first, a CW/BW simulant threat cloud, and
the second, the countermeasure cloud. In a normal CW/BW experiment only the first, the simulant threat cloud is produced.
No wonder the second paragraph stresses the concern about human health effects potentially produced by the contents of the second or countermeasure
cloud.
Full Scale Field Trials will take place about 18 months after contracts are signed.
Should these trials take place in the public domain, as has happened in the past, the US Government must guarantee the US public that there will be no
adverse human health effects from exposure to the simulants/countermeasures used in these experiments.
