First Moscow .... now Romania. Is it unusual for this type of weather phenomenon to occur this frequently or are people videoing it more because of the widespread use of cell phones?

the 2nd video is kinda obnoxious... as far as putting the 2012 ad in there as if whatever this is has something to do with 2012. anyways, any one know any possible explanations?
