Nuclear attack and survival?

As I have been reading some of the other posts I started to wonder if anyone knows what the RADIUS of the fallout is?

Say NYC is a target - would Connecticut be effected?

Or is it a matter of which way the wind is blowing or the size of the bomb? Both?

Is there anything we can do if there were a nuclear strike "close" to us to remain safe? Precautions we can take for this event?

The most worrisome scenario, that is very realistic, is an EMP attack.

A rogue enemy with a modest rocket and busted down cargo ship could detonate a small nuke in the upper atmosphere and fry electronics all across the country.

No power, no telephone, no internet, no water pumping, no healthcare, no cars.

Scary.

From Bloomberg today:

London’s Verification Research, Training and Information Center calculates that 630 kilograms (1,389 pounds) of low- enriched uranium could yield 15 to 22 kilograms of weapons-grade uranium, enough for the production of a device under the supervision of an expert bomb-maker. The IAEA says Iran has more than 1,500 kilograms of low-enriched uranium.
