Russian Stealth Jet - On par with American jet aircraft

The PAK-FA may sound great and everything but Russia can't even maintain their aircraft (such a shame because I have always loved them.) and they can't afford to keep the Su-27's operational.

The only reason, Russian SSBN may have need to surface to launch their SLBMs, is to break through the pack ice at the North Pole. Their SSBNs are rated to break through 10 ft of ice. Other than that, their subs can launch their SLBMs at 150 ft deep, and with the sub moving.
As far as the 30mm gatling gun is concerned, both Russia and China have 30mm gatling gun as well.
