I spoke to the officer in charge of public relations. He gave me some details but was reluctant to reveal the name of the individual.
The basic summary is this: The man was mentally unbalanced and was screaming about "White Power" all morning on the lawn. He was apparently hispanic, not black. The neighbors called the cops. When the police arrived, he shouted racial slurs and kept encouraging them to shoot him. He, at one point, insinuated he had a gun ("Maybe I should get my gun!"). They called in a negotiator but it did not help. Eventually they decided it was in the best interest of the public and in the best interest of the man's safety to take him into custody. They used the taser to subdue so that they could "safely take him into custody." (words of the officer I spoke to). He is currently in a mental hospital.
