Still sort-of at a loss. The research I am finding shows most people studying this phenomena at a loss for explanation.

your mentioning earlier of water had my mind racking and the best I can come up with thus far doesn't include this immediate area. In Bangladesh,
there is a grass-roots method of sanitation called "Community-led total sanitation." This system makes the community completely responsible for
cleaning up all defecation.

I will continue looking to see if Kodinji practices a similar method as well as look into what types of industries surround the village. Just like
with frogs experience mutations from certain hormones in water supplies, I wonder if there is some sort of concentrated hormone in the local water
supply which makes females more apt to have twins.
No matter what the outcome, if these researchers continue what it is they are doing, this should prove to be a wonderful discovery for science!
