2010 Energy and Water Appropriations Bill (where can I find it?)

I just found out my senator voted for this thing and I am trying o find out what it entails and..well...I am trying to "follow the money" but all I have been able to dig up is a summary of it, here is the summary:
appropriations.house.gov...

I found it at their main website here:
appropriations.house.gov...

but I could not find the entire bill. Maybe I missed it but I looked for quite a while.

Is there a place where the entire bill can be downloaded?

I also wanted to read the 1100 page cap and trade bill if I can find it online somewehre.

Edit to add - You have to search for them, either by name or bill number.
