Because he has the ability to perform the analysis on the available evidence - far beyond what any other citizen could. Further he would also have access to material which retired military tend to through each other and old boys networks - he is not inferring that he has knowledge of an inside job - merely highlighting that from all the available evidence and the reasons offered by the official story is conclusion is that it was an inside job.
Has every right to do so, and his opinion carries significant weight due to his experience and powerful position -

You take into extremely false assumption that first of all this gentleman even worked for an Intelligence Unit, secondly that he even worked in a related and relevant profession in regards to such, and third, that any of the above somehow grants him the ability to reach conclusions which an average citizen could never do.
Also, there is no "Good Ol' Boy" network within the Military aside from the Bureaucrats that occupy certain suits and uniforms. Intelligence is all highly compartmentalized, especially within the MIL community, and his position certainly grants him no status privy to the knowledge which you and him are attempting to propagate here.
