I was watching someone debate a no planer and the no planer did the typical "oh aluminum can't cut steel" claim.

The other guy laughed and posted this video.

What are you talking about? its a water jet cutting tool.

that means a super high pressure stream of water going through a nozzle, and guided by a computer to cut out the shape you want.

Yes aluminum can penetrate steel. also keep in mind lead is one of the softest metals and it can penetrate steel ( bullets), even lots of armored steel. speed is a factor as well as the overwhelming mass difference between a steel facade of a building and a fuselage of a commercial airliner travelling around 500mph.

Dependent on veolcity of the object

Watching cable TV show recently where fired a piece of wax candle
into a block of wood - wax is pretty soft yet was able to penetrate
the wood.

Aluminum and rust are all that's needed to create Thermite.

Steel doesn't have a chance against it.
