A map prepared by the Polk County Board of County Commissioners, Planning Division, Filename:/arcfiles2/flurpar/amls/fluparshade.aml, with a plotdate
of January 9, 2004 at 2:38 PM indicates that a very large prison is to be built in 2010 in the vicinity of sections 1-36 Township 29, range 26 and is
called "Institutional to INST-1 or INST -2" and has the number of 02T-10.
Institution 2 carries a date of 24 July 2002. It is the largest 'institution' on the map and borders the CSX RR line. What is of particular
interest is that the railroad tracks are "institutionalized" as being part of the prison. Those who are living in this county have been told for
years that CSX is building a "transfer station." When asked what they will be transferring, the general reply has been "freight." I wonder if
the inmates of Auschwitz were called "freight?"
I came across this in my research regarding subdivisions that were being planned near our neighborhoods. At the time, officials of the City of Winter
Haven, FL said the institution on the map was indeed a prison, but would not say if it was a city-, county-, state-, or federal -sponsored
"institution."
The map clearly shows what appears to be 13 barracks with a large structure at the end of the rows of barracks. These are located right along the
tracks. These tracks are highlighted in the same shade of color (teal blue) as the prison. I do not know if said officials will still admit the
presence of plans for a prison. However, there were over 100 people who were involved with reviewing these plans, and our group hired a lawyer to
represent our communities' intersts before the Board of County Commissioners. This is well-documented. Why does The Ledger (a N.Y. Times-owned
paper) continue to misrepresent the nature of this prison as a "transfer station?" Has anyone heard of "transfer stations" being built elsewhere
by railroads, and are they referred to as "institutions?"
