Hmmm interesting,the russians have always been ahead of america in some areas of technology and science.It says it will be ready by the end of the next decade..it always makes you wonder why space flight(propulsion) really hasn't really came much farther in terms of technology with the rest of the world.And given this will be ready around 2018..it seems we wont have a jump in new propulsion systems for a long time.
