www.eweek.com...

"We must protect our critical infrastructure at all costs—from our water to our electricity, to banking, traffic lights and electronic health records—the list goes on,"

This basically allows the government to shut down certain private networks, have access to all private sector networks, and possibly even access to communication networks... This is not the way to protect critical instrastructure in my opinion. Have a look

I just read about this bill a few minutes ago and i have to say, it almost made me sick. It defines no outlines for what constitutes an "emergency," which is really beside the point considering that nobody, especially BHO, should be given this kind of authority. Admittedly, i'm not surprised he asked for this kind of power, it's just the sort of tyrannic megalomaniac he is. Why does this move sound so similar to some of the crap bush tried to (and did) pull? THIS is change? i don't think so.
