I think it may have been a reworking of an official portrait that was made when she was in her 40's. It may have been a favorite of someone's, but when they decided to place it in her grave, they reworked it to make her younger -- as she would be in the Land of the Dead.

Of course, the bust was found in the workshop of the sculptor Thutmose, not her tomb. It looks like we don't even know for sure where Nefertiti is buried.
