It's a training bomb. It gives off a puff of smoke on impact.

its a bomb that doesn't go BOOM, but only boom, when it hits something and its guided by a satellite.....there's a preschool definition for ya.

From what I understand an "inert" bomb is actually a bomb with a concrete or similar payload(ex. 2000lbs) instead of the usual explosive ordinance(. It uses the same GPS type guidance system for pinpoint(smart-bomb) accuracy. It is mainly used where collateral damage(innocent civilians) is to be kept to a minimum. When proper intellegence is provided, one of these bombs can be dropped on a building and be targeted at an individual room where the target is located, while sparring much of the surrounding building and occupants.
