Satellite TiVo

I read somewhere that them knob heads in the US&A have some sort of Satellite video recording device that can go back in time & track events.

i.e. 'Terrorist' blows up up bus with a car bomb, rewind TiVo and find bomb maker etc

I can't find owt on t'inters about it now.
Does anyone have any sources info about this?
