Actually, there is a lot of mining going on...
Base and precious metals, coal, sand & gravel, salt, decorative rock (granite counter-tops, eg.)... a great variety of materials and commodities
are mined for our uses every day.
The industry is alive and would be thriving- in a good economy- a bill like this will probably aid in killing a large portion of it.
Look around and think about where all the products you use come from, they are either grown or MINED.
I can see it now, the USA becoming a net coal importer because of regs and taxes forced upon the industry. ( coal is just one to come to
mind...)
But it will be very expensive when the bridge builders have to import the sand and gravel needed to refurbish/ rebuild the thousands of bridges that
are a large part of our infrastructure.
