New fencing on all prisons?

Hey ATS, i was wondering if anybody had heard that the fencing around all or the mayority of prisons was being replaced with a more "secure" system. Instead of normal fencing, they would use some sort of fence that you cant even put your finger throught it. Can anyone verify and give in some insight.

They are probably talking about anti-climb/anti-cut, etc.,fencing. I heard it is more popular in Europe than the U.S. right now. I wish I had some all around my property!
