Not a clear 2 option answer for this one in my opinion. Yes, people do see things in the sky that are strange to them. But a fair few of these will be easily identifiable to a trained eye. Aircraft or areal phenomina. So the answer to that is - Both of the above.

Again,over simplistic. A ufo can be many things. Lots of unidentified craft will probably turn out to be some kind of top secret technology being tested. Some of them will (hopefully ) turn out to be proven ET origin.
