I'm pretty sure whites are allowed to enroll in HBCUs. You probably wouldn't want to go to one, though.

I don't know if this is true or not, but i heard that it is illegal for black colleges to only open admission for black kids. They have to let in a certain percentage of white students to keep from getting in trouble with the law.

If you have tried to get into an all black college and they rejected you because you are white and meet the requirements to get into that school, then you have the right to report it.
