Yeah this is in case of an attack on DC, they plan to relocate to
another area.

One such place is thought to be Denver for various reasons.

I think cheyenne mountain is not too far away.

Also another place in virginia I believe is Mount Weather.

So for what ever reason they thought they needed paperwork
to cover their plans.
