Do EMP's exist?

Has their been a creation of an effective portable EMP weapon yet? I noticed EMP's get thrown around in a great deal of discussions here, yet I can't find any vaguely practical real world examples...except for nukes anyhow...

im no totally sure on this but if you've ever seen the episode of future weapons where mack drives a car through an emp device and it disables the car... the device creating the emp in sorta large but its like the size of a traffic light suspended above his car. i thought it was pretty awesome.

They are real.. they do exist.

Popular science had an entire issue dedicated to small EMP bombs and weapons that came out about 2 years ago. the tech is probably a lot more developed than we are publicly lead to believe.
