Hell, why even have a speed limit? If someone goes 150, and crashes they are dead - so it can't be for safety!

Even more, your example leaves open a situation to alleviate the danger posed by the gunman by introducing even more security and monitoring into the school. Putting an electric fence around it with guard dogs, assault weapons, and ID check points just so mass murderers can't get into the school and kill the students.
