The UK parliament has just issued a report about reductions in carbon emmissions but leave out planes due to the 'fact' that they are too difficult
to calculate internationally.

What is wrong with the age old theory of what goes in must come out, ie charge for emmissions coming due to flights FROM your airport.
There may be a temptation to skip your plane from Heathrow to Amsterdam before flying off to the Seychelles, but Amsterdam has to pick up the carbon
bill then and might not be inclined to.
Go on, the flaws..........
