There is no theory (except for wild speculation); and personally I don't think it does have anything to do with UFO.
But he may have witnessed - or thought he did - some sort of UFO activity (whatever the unidentified object in question was), and then started experiencing the phenomenon you describe; even if it didn't have anything to do with it, it would be a fair - if hasty - conclusion.
(BTW, how come your father didn't tell you WHAT exactly that "UFO activity" was...?)
I am assuming the street lights in question aren't always the same ones? If they are, it would be easy to verify their "responsiveness" to other people passing by.
There is a certain street lamp near my home that blinks wildly every time I go by it. (So much so that I've started developing affection for it and always say 'hello' to her... )
And here's the interesting thing: it always "waits" for me to make three or four steps past it before blinking - which, in my opinion, indicates that there may be a loose connection somewhere below the pavement and that the vibrations produced by my steps disturb it.
It may be relevant - or not - to find out whether your father experiences any static electricity incidents. (Does he get discharges from faucets and/or other metal objects?)
