Computer takeover attempt by Microsoft

I found this while doing a security search of my computer. Problem is ther is not supposed to be a user with the name GG54anything. That was the name the government used to use to monitor my computer but I have been off of probation for over a month. And this particular computer was never even supposed to have been monitored. Can someone please enlighten me as to what it means. Does it really mean that I no longer own my own competer? Can I sue? And are any of you brave enough to take the case?
