Were 5,000 people executed during hurricane Katrina?

I found this video which is very interesting and don't know quite what to make of it. I am sure it has been debunked a thousand times so do me the honor of debunking it just once more please.

Apparently 5000 people were executed during katrina which are thought to be prisoners. I, for the life of me cannot comprehend how that many people could just go missing without someone noticing.
