Ralph Nader, and other third party candidates are excluded, this may help you to understand.

foundations and corporations.[2]
Essentially is it a non-profit corporation set up by and financed by for profit corporations, and other large wealthy interests.
It was set up because in 1988;
In 1988, the League of Women Voters withdrew its sponsorship of the presidential debates after the George H.W. Bush and Michael Dukakis campaigns
secretly agreed to a "memorandum of understanding" that would decide which candidates could participate in the debates, which individuals would be
panelists (and therefore able to ask questions), and the height of the podiums. The League rejected the demands and released a statement saying that
they were withdrawing support for the debates because "the demands of the two campaign organizations would perpetrate a fraud on the American
voter."
So, not only are corporations choosing which voices you get to hear, the two main parties are as well. The debates are as worthless as "Dancing with
the Stars" in terms of helping you determine who you would like to run the country and their positions on the issues that matter to us.
Perhaps that is why Biden did not have a problem with Palin's earpiece if in fact she was being guided off stage. The debates are rigged so
thoroughly at the outset that her getting a little extra help would not matter.
