On target, exactly.
Because the agencies we know of, are known because they want us to know about them. The CIA takes so much heat for the US government, that the media
only reports their mistakes. When was the last time any one read a good report?
Every nations agencies are the best those countries have to offer. How ever, recruted from those groups are those cherry picked from the cream of the
crop. These are the individuals who are the best in their respectful specialties. Experts who have perfected the fieldcraft of that profession.
Consider for a moment, how efficient would a "secret" intel or direct action group be if it was public knowledge. It wouldn't. That is why
clandestine or covert organisations exist. These are the agents our own President, Senators and Congressmen know nothing of, for plausible
deniability.
Not freelance mercs, or renta spies, even though some may be. They are the best, and remain so because they have the security blanket of being unknown
and hidden, often in plain sight.
With private sector contracting becomeing so popular, it won't be much longer before these groups by majority are freelance. It happened with the
Armed Forces, and that trend for one seems to being getting stronger.
