By aliens they mean non-citizens. As in illegal alien.

The first one's just too silly for words. As it happens, I know someone who works at Raytheon where some of the "heads' up" displays and night vision stuff was developed. Ain't no alien technology involved... just patents that developed out of patents and so forth.

It'd be pretty easy to introduce foreign technology (whether it's from aliens or Russians, etc.) to our defense contractors, and make it seem like they originated it with patents, etc.

*CIA spook walks into Raytheon*
"Hey Joe, take a look at this...you can see at night through this lens! See what your boys can do with this, and when you've got something you think works, let me know and we'll get it pushed through the patent office...oh, and we'll draw up the contract right after that"

However, the first link looks suspiciously like an amalgamation of existing UFO folklore

hey just because he gives you "heads up" on things, doesnt mean there arent any alien technologies there, like any other person who handles alien tech they must keep it secret, idk what the penalty is but hey my theory sounds better and more believeable
