In prisons, you have a basic salary, to buy essentials, such as toothpaste/nice poopaper/soap/razors/ cigs..and what not.

You can also get a job in the kitchens/gardens/cleaning/diy.etc to earn more money. And in some countrys they can send you out of prison to doo hard labour.

Or it is a cover for FEMA detention camps

also, nice BBgun in your picture, the barrel is toosmall to be a 9mm

What is says to me.. is that Army bases double as civilian prisons, and that such a policy is funded and in place. Not too surprising really. but it makes you wonder about the context of letter to whom was inquiring.. Hmmm.

OR They are building factorys for prisoners to work in, with civvies, to build up some money when they leave, you get work expericane plus, a nice little sum when you get out.
