The inspector general also urged the administration to take action against several of the officials in the royalty-in-kind program who accepted gifts from the oil companies, by firing them or banning them for life from certain positions. Several have already been transferred out of the program but remain on the government payroll, the report said.

But two of the highest-ranking officials who were subjects of the investigations will apparently escape penalty. Both retired during the investigation, rendering them safe from any administrative punishment, and the Justice Department has declined to prosecute them on the charges suggested by the inspector general.

These things took place inside the Minerals Management Services. This department is the second highest revenue generating agency in our government.

This department is responsible for collecting and setting oil and gas royalties. Had anyone heard of this department before now?

How come this story broke on 9/11? Was it a not so clever way of sweeping it aside?

The fact that this office is completely unheard of but is the second highest revenue producer (2nd to the IRS) is a clear example of the level of corruption that infects our federal government. This should be the greatest scandal since Watergate, why isn't this tattooed on every front page and news-site around?
