Its not a missle silo that I can tell. It looks like some kind of retractable antenna.

A gigantic water fountain. lol. . No clue man. Maybe its a cattle pen with a gigantic food dispenser in the middle.

The picture you posted is of a FLR-9 Antenna, which is one used by by the USAF component of NSA as part of its world-wide mission. Commonaly called "the array", I have had the occasion to have seen one "up close & personal", they are truly awesome. And their MAIN use is for intercept of forign military radio transmission. The FLR-9 is over 500 feet across. and there are several in use around the world, all are manned by U.S. Forces. I guarded one such array when I was in the USAFSS.
