OK so I ran the photo through photoshop (baring in mind Im not an expert at this) and I tried a few different filters. Here is what I got, judge for yourself if they are of any use or not:

good hoax hunting. I think we should all just carry some good cameras on us from now on. Imagine how much more efficient this site could run with some credible material/ footage/evidence.
