They reference the battle of Jericho from the old testament book of Joshua. According to the story the city was destroyed and all, except for a select few, of its inhabitants were killed.

I'd not read to much in the name appearing as it does. As for why it's associated with death and destruction, well, firstly it's mentioned in the Bible, and the story that's associated with it is one of Death and Destruction. Besides, generally when you get a Biblical name in a TV show or game it's not like it's generally cheerful.
Jericho itself, the real city, isn't cheerful and happy either, for that matter.
