Actually. I'd say they know exactly what they're doing. The more laws and regulations there are the easier it is for them to get away with anything they want...

The more numerous the laws, the more corrupt the state...

ok, since the edit feature sucks big time..this is what else was suppose to be there..

that about sums up the attitudes of lawmakers. what a bunch of moorons! and these are the people that were elected to run the govt. no wonder the u.s. is in the state it is in now. the u.s. has fallen so far below the waters of logic, freedom, individuality and helpfulness, that they think it is easier to go all the way down to the bottom than to even try to reach the surface.
the u.s. govt needs a hugh shake up and no, j. kerry becoming president isn't it. he is just another cog on a breaking and corrupt system that is concerned only with the Almighty Dollar....at our exspense. the u.s is turning from a constitutional republic to a TOTALITARIAN republic in which we think we have choices but the 2 choices we have are actually the same card.

Of course they know what they're doing. A lot of these laws are written in a way so we don't understand it. Meanwhile, Nukes-r-us can dispose of waste by putting it into our icecream (just an example - not true).
