Possible Chupacabra Pic

I found this pic and I am not quite sure what it is? Could someone help identify the creature in this pic? It looks kind of like a Chupacabra. If anyone has any info please let me know.

Great pic, the face reminds me of that old animated movie "Dark Crystal".

Edit, for the term "animated", I guess it was puppets or something I don't know.

It's a prop....puppet....or ...Muppet. For a movie or stunt.

Is this the same sculptor who did the human/dog hybrid and it's litter of babies? I'm sure they were labelled as "the pet of the future" or something similar to that.
